Solicitation N00421-14-T-0137 is issued as a synopsis/solicitation.  The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a Sole Source with National Instruments Corp under the authority of FAR Part 12, FAR Part 13 and FAR Part 6.302-1. Request is set-aside for Total Small Business under the authority of FAR Part 52.219-6. National Instruments Corp. is and only known source able to supply the 32 and 64 bit P3 Testers. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract.  This may be accomplished electronically at https://www.sam.gov/portal/public/SAM.

Award is expected 10 March 2014. Interested persons may submit proposals.  This notice of intent is not a request for competitive proposals. However, all proposals received before 12:00pm est. on 28 Feb 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
