The Naval Air Systems Command (NAVAIR) has a requirement for Pre-Planned Product Improvement (P3I) to the AN/AAQ-24(V)25 DoN LAIRCM Systems. The P3I program is a security and trust architecture upgrade to in-production and fielded DoN LAIRCM systems. The P3I program includes upgrades for integrity protection of data and software on DoN LAIRCM components built on secure hardware as provided by the Trusted Platform Module (TPM) and its certification infrastructure. The P3I program shall delivery upgrades that: (i) Isolate Applications providing authentication, authorization, and virtualization; (ii) Protect content against manipulation and illegal access during operations and storage on platforms resulting in data integrity and confidentiality; (iii) Enable to set up secure accounting and provide non-repudiation services; (iv) Report the integrity of the software running on these components; (v) Activate software after checking the corresponding certificates; and (vi) Monitor date correctness and integrity. This effort is being awarded on a sole source basis to Northrop Grumman Corporation, Electronic Systems, Defensive Systems Division, in accordance with FAR 6.302-1 because Northrop Grumman is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, Northrop Grumman Corporation also has the skill, experience, ability and facilities necessary to successfully retrofit the P3I into the highly specialized and complex DoN LAIRCM components.
