THIS IS A Sources Sought Notice. The U.S. Government desires to procure packing, containerization and drayage of Direct Procurement Method (DPM) personal property shipments of Department of Defense (DoD) personnel at Joint Base Lewis-McChord (JBLM), Washington State and Portland, Oregon on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns) to identify their capabilities in meeting the requirement at a fair market price by completing and submitting the Sources Sought Questionnaire.

The Department of the Army, Mission and Installation Contracting Command (MICC), JBLM, WA is currently requesting information in order to determine the existence of viable commercial sources capable of packing, containerization and drayage of DPM personal property shipments of DoD personnel at Joint JBLM, WA and Portland, OR. The applicable NAICS code for this requirement is 488991, Packing and Crating.

The intended contract period is for a base period with four (4) one-year option periods (five years total). The Government anticipates that it will award two (2) contracts from one solicitation: one for performance within a 50-mile radius of JBLM, WA and the other for performance within a 50-mile radius of Portland, OR.

Description of services:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform packing, containerization and drayage of DPM personal property shipments as defined in this Performance Work Statement (PWS) except for those items specified as Government-furnished items and support. The contractor shall perform to the standards in this contract.

The Government is not soliciting offers at this time. The Contracting Officer will determine which suggested changes, if any, are accepted. This is a sources sought notice to gain knowledge of potential qualified sources in the commercial market place. A solicitation is not currently available.

The Government may use your responses for the purposes of determining how the requirement may be stated and/or how the Government may conduct the procurement. Interested parties shall not construe this sources sought announcement as a commitment by the Government, whether implied or otherwise, to issue a solicitation or to award a contract. The Government will not reimburse interested parties for any costs associated with providing information in response to this notice or any follow-up information requests. Responses to the Sources Sought Questionnaire are encouraged from all interested parties. Your responses to the questions will not automatically include you in any subsequent acquisition process for this requirement. Please, provide any additional feedback in your response that you feel is relevant and limit your response to three (3) pages or less.
