The contractor shall furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as Government-furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The Direct Procurement Method is a method in which the Government manages the shipment throughout. Packing, containerization, local drayage, delivery, unpacking, storage and related services are obtained from commercial firms under a contractual arrangement or by the use of Government facilities and employees. Work to be performed will be those services in the schedules awarded to the contractor as outlined in individual Contract Line Item Numbers (CLIN). Tasks/Type of move are reflected in chart-form showing which tasks normally apply to each type of move. Specific requirements for each task are described in the PWS. If specific instruction or requirements are not provided, commercial standards of services and best business practices are acceptable.

AREA 1 Zone 41 (North Dakota Counties) Cavalier, Eddy, Foster, Grand Forks, Griggs, Nelson, Pembina, Ramsey, Steele, Traill, Walsh. Zone 42 (Minnesota Counties) Beltrami, Clearwater, Kittson, Koochiching, Lake of the Woods, Marshall, Pennington, Polk, Red Lake, Roseau.

AREA 2 Zone 43 (North Dakota Counties) Barnes, Cass, Dickey, La Moure, Ransom, Richland, Sargent, Stutsman. Zone 44 (Minnesota Counties) Becker, Clay, Hubbard, Mahnomen, Norman, Otter Trail, Wadena, Wilkin.

The outbound contractor, when directed by the ordering officer, will pick up and store empty government-owned containers from other local carrier or government facilities within the contract area of performance.

The contractor must be able to provide a government-approved storage facility IAW Defense Transportation Regulation (DTR) Part IV, Appendix D, either through the prime or via subcontractor.
