21st CES has a requirement for maintenance, repair and chemical balancing of the  Peterson Air Force Base (PAFB) swimming pool, wader pool and the in-ground hot tub chlorination systems which shall be referred to as pool services in the remainder of this document. This acquisition is to support the pool's operation and sanitation during its use by Department of Defense (DOD) personnel and to support the Force Support (FSS) operations in accordance with (IAW) the Performance Work Statement (PWS) dated 20 April 2020. This requirement's estimated period of performance is 8 July 2020 - 8 July 2025 including one base year and four option years. 

Quotes will be evaluated using lowest price technically acceptable (LPTA) method.  The lowest priced offer will be evaluated for technical acceptability.  Should the lowest priced offer be found technically acceptable the contract shall be awarded to that offeror.  If deemed unacceptable, the next lowest offer will be evaluated.

Factor 1: Technical Capability Factor 2: Price

    1. Factor 1:  Technical Capability:

Technical capability will be evaluated based on an evaluation of Technical Capability Factors set forth below; the factors will be rated as Acceptable or Unacceptable.

Acceptable is defined as the quote meets the following minimum requirements:

Technical Subfactor 1 – Pool Chlorination testing/balance -   Contractor shall develop a standardized checklist for all maintenance inspections to account for chemical readings and materials used. The proposed checklist must be IAW PWS paragraph 1.2-Chemical Testing, 1.3-Maintain Healthy Water Balance, and 1.4- Repairs

Technical Subfactor 2 - Response to emergency calls - Contractor clearly identifies their ability to respond to routine and emergency calls IAW PWS paragraphs 1.1.3.1-Routine Service Calls and 1.1.3.2-Emergency Service Calls.

Technical Subfactor 3 - Qualified Technicians -  All work will be performed by qualified technicians specifically certified/trained to work on all PAFB pool chlorination systems,  IAW PWS paragraph 4.3.3-Permits, Licenses, and Certifications.

Certification; the contractor shall clearly demonstrate the ability to provide personnel with appropriate certifications. In order to be technically acceptable, the contractor must provide current copies of employees(s) Certified Pool/Spa Operator (CPO) or Aquatic Facility Operator (AFO).
