The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) intends to purchase an autosampler bundle, accessories, and control driver for a current in house gas chromatograph on a sole source basis from Agilent Technologies, Inc. upon the authority provided at FAR 13.106-1(b)(1)(i).

ERDC-CERL requires an Agilent PAL3 GC autosampler which is an accessory that fits onto the front end injection port of our in-house Agilent GC/MS. It drastically expands the capabilities of our Chemistry Laboratory, enhances the reproducibility of sample handling and on-line reactions, and increases the sample capacity for analysis. The PAL can perform liquid injections as is typical for liquid-liquid extractions, it can perform headspace gas injections from on board heated samples, and it can perform solid phase microextraction (SPME) injections from fibers that have extracted field samples. Further, it can perform numerous sample preparation and manipulation steps autonomously and reproducibly including solvent and reactant additions, mixing and agitation, dilutions and derivatizations, and multiple volume injections. The ability to rapidly and autonomously perform these steps means that our research can rapidly progress through the wide characterization space for perfect analysis. Finally, the robotic arm introduces far less error at every step than our manual handling routines, giving us far better confidence in exacting research.

Only Agilent makes this robotic autosampler with the robustness and capabilities for liquid, gas, and SPME injections. We note these benefits since our research routinely involves nanoscale chemistries, reactions at ultrasmall volumes, and complex biological samples. This accessory augments our GC instrument that is critical for 6.2 programs, our reimbursable projects, as well as all of our 6.1 projects.

The associated North American Industry Classification System (NAICS) code is 334516, which has a size standard of 1,000 employees. This is not a small business set aside, as this Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

This requirement includes the following:
• PAL3 RSI 85 GC Autosampler bundle for current in-house Agilent gas chromatograph instrument. Contains the following:
o 85cm rail
o 1x D7/57 Liq tool
o Terminal
o Power and cables
o 1x tray holder
o 3x VT54 Rack
o 1x standard wash module

• Park Station Accessory for PAL3 RTC Tools (to include 250mm PAL3 external bus cable)
• PAL3 Control software (driver) for Agilent Data Systems
