The maintenance of this spectrometer requires replacement parts and installation of those parts by a factory trained service engineer from the original equipment manufacturer. The NIST owned equipment will consist of spectrometer model PW2404 Sequential Spectrometer (s/n DY664), 5200 130 51071 Helium Attachment (s/n DY664.1), and PW2540/00 Universal X-Y Loader (s/n DY678) (Cat. No. F296H5DL). The work will require proprietary tools and diagnostics software.

Sole Source justification is based on the following:

The existing equipment and the required repair components are commercial items that were both manufactured by Panalytical, Inc. Panalytical has proprietary rights to the existing equipment and the required components to perform the required service. Panalytical is the sole manufacturer and distributor of the PW2404 Sequential Spectrometer to include all parts and service. Panalytical has no authorized distributors and/or service providers.

The resulting purchase order will be a Firm Fixed Price award.
The NAICS Code is 811219 with a size standard of $19.0 million.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 25, 2014, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
