This Notice of Intent to Sole Source is in accordance with Federal Acquisition Regulation (FAR) Part 5.203, Publicizing and Response Time. The authority for this award is FAR 13.106-1(b)(1)(i) - only one source is reasonably available to satisfy the requirement.

The Naval Special Warfare Center has a requirement for parachute canopy embroidery services in San Diego, California. In support of its mission, NSW intends to issue a Firm Fixed Price contract to Performance Designs, Inc., 1300 E. International Speedway Blvd, DeLand, FL 32724. Per the attached justification, Performance Designs, Inc. owns the patents, intellectual property, and its underlying technology for the required parachutes.

The required services include embroidery of 10 parachutes.

The North American Industry Classification System (NAICS) Code for this requirement is

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE
QUOTES. However, all parties who identify their interest and capability to satisfy this
requirement will be considered. No solicitation will be issued, therefore, any requests for the
solicitation will be considered non-responsive. A determination not to compete this action based
upon responses received is at the sole discretion of the Government. All interested parties must
express their interest and capabilities in writing via e-mail to [email protected] within four (4) business days from the date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All contractors are required to register in the System for Award Management (SAM) database. If no responses are received, an award shall be made to Performance Designs, Inc..
