The 45th Contracting Squadron intends to award a Sole-Source, Firm-Fixed Price contract to Carleton Technologies Inc IAW FAR 6.302-1, FAR 6.302-5, and AFI 11-410 pt. 1, Ch. 4, Para 4.4. This is an acquisition for Parachutist Bailout System, HALO/HAHO Jump bottles. The equipment is authorized via the USAF AUL, which is approved by HQ USAF/A3O-AS. In the 02 April 2012 Air Force Approve for Use List (document provided) the PHANTOM Oxygen System B47210-1 is identified as the approved item for the bailout system. Carleton Technologies Inc is the only vendor to offer oxygen components for the PHANTOM / PHAOS systems. Any substitution in brand would cause the 308 RQS equipment to differ from other units and require additional training. When dealing with such a hazardous duty as parachuting, uniformity is critical so jumpers and jumpmasters are familiar with one system.
