The County, by way of this Solicitation, seeks to contract with up to four qualified vendors for the design and construction of four fully assembled and decorated non-motive, towable parade floats for participation in the 2021 Thanksgiving Parade in Silver Spring, Maryland. The 23rd Annual Thanksgiving Parade is scheduled to occur, rain or shine, at 10:00 AM on November 20, 2021. A prospective vendor must submit a design and a summary list of the types of construction materials to be used for a scene to be constructed on a vendor-supplied trailer. A design and list of materials must be supplied for each of one or more floats, up to four. The County may award none, one, some, or all of a prospective vendor's designs, up to four. The County may award multiple vendors, not to exceed four vendors at one float each. Of the proposed float designs, the County intends to award: One proposal for a float with a Santa Clause theme and accommodation for a person ("Santa") to sit in a prominent position, and room for 5-11 additional people ("Elves") to sit or stand. This float should signify “Santa’s Arrival” and is the Grand Finale float. Santa and the Elves will be supplied by the County. One proposal for a float with a Thanksgiving theme. It must accommodate 5-12 people standing or sitting on the float. This float is usually the first float of the parade. The people on the float will be supplied by the County.
