Justification for Sole Source
SFSC requires Paroscientific digital barometers to serve as a check standard for the Upper Air Program and National Weather Service Pressure Standards Laboratory (PSL) program as well as to evaluate its potential to be an Upper Air field standard. The PSL requires check standards and field standards to be used by personnel to verify a calibrated instrument's readings. This barometer standard needs to have an accuracy of 0.001% of the full scale and provide stable, reliable pressure values.
The PSL uses a primary reference, a Fluke PG7601 Piston Gauge, Fluke PPC4 pressure controller, and Fluke COMPASS software to perform calibrations on barometers supporting the Upper Air Program. The Paroscientific 745-16B barometer is the only known device compatible to operate within the existing infrastructure of the PSL and current calibration operations.
The government does not know of any other barometer that can meet or exceed the specifications attached.

This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within five (5) business days of this notice. Responses can be sent via e-mail to [email protected]. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Paroscientific, Inc.
