Notice of Intent to Sole Source - PatSnap (UK) LTD
Description:
The National Institute of Standards and Technology (NIST) located in Gaithersburg, MD intends to negotiate on a sole source basis with PatSnap (UK) LTD. PatSnap is a global patent search and analysis platform via an on-line subscription for three (3) on-line seats with access to:
1. The PatSnap software tools to create patent landscape maps and to analyze patent portfolio distributions.
a. Multi-pane displays of individual patents;
b. Identification of patent holders of similar IP;
c. Mapping of patent citation history - forward and backwards with up to 15 generations
2. The Patent Search feature to provide legal research and current awareness for IP practitioners which shall offer a search-able platform of a comprehensive collection of searchable patents.
3. The Browsing Patents feature so each patent document contained in the search provides detailed information of the patent. This feature assists in search parameters for particular patent information.
4. The Patent Analysis Feature to assist understanding the date and the trends being searched.
5. The More Tools Feature assists with personalizing and archiving searches for future use.
This acquisition is being conducted under the authority of Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements in conjunction with FAR Part 12, Acquisition of Commercial items. The FAR as supplemented by the Commerce Acquisition Regulation (CAR) will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 519130, Internet Publishing, and has a size standard of 1000 employees.
This is NOT a solicitation for quotations, quotation abstracts, or a request for competitive quotations and there is no solicitation package available; however, all responses received by the close date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether a qualified source is more advantageous to the Government, the order will be issued to PatSnap (UK) LTD
