This announcement constitutes a Sources Sought Synopsis. It is intended as a method of informing potential contractors of the existence of an upcoming Paveway III Laser Guided Bomb procurement. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. The USAF is seeking potential contractors to "qualify to bid" as a source supplier for Paveway III Laser Guided Bombs Telemetry Kits for an anticipated procurement. Telemetry kits are used with existing Paveway kits. Kits shall be form, fit and function compatible to current existing U.S. Government inventories. A Firm-Fixed Price (FFP), indefinite delivery indefinite quantity contract is being contemplated at an estimated total value of $13.5M.

Note that these numbers are estimates only and in no way obligate the US Government. Deliveries are required to no later than 18 Months after contract award. The government estimates that it will cost potential offerors approximately $50 million to "qualify to bid" on this anticipated procurement as the Government does not own the data necessary to qualify new sources. It is anticipated that a Request for Proposal (RFP) will be issued in December 2011 with a closing date in January 2012. This will ensure that award is accomplished by the need date of March 2011 for contract award. Potential offerors should respond to this synopsis within 15 days following the publication of this notice. Raytheon Systems, Tucson, AZ, is the only known sources who currently have the knowledge, skills, facilities and equipment required for this effort.
Electronic procedures will be used for this solicitation and will be posted to www.fbo.gov when issued.
Firms responding to this sources sought notice are also requested to provide OO-ALC/GHGKA with capability statements, which at a minimum need to include:
