The Naval Warfare Center Aircraft Division (NAWCAD), Lakehurst NJ intends to negotiate on a limited competition basis with Northrop Grumman of Saint Augustine, FL and Red Barn Machine of Eugene, OR for the acquisition of the following peculiar support equipment (PSE):Jacking Beam P/NSK393M44103-1, Jacking Set, SK393M44104-1, Maneuvering Bar P/N SK393M44105-1, Tail Boom Stand P/N SK393M44108-1, Rotor Track and Balance Set P/N SK393M44114-1, Tail Rotor Driveshaft Support Stand P/N SK393M44120-1, Belt Drive Transmission Alignment Set P/N SK393M44121-1 The Peculiar Support Equipment (PSE) is used to support the MQ-8B, Fire Scout Aircraft Program. The quantities shall be spread evenly over the anticipated base and 4 option years, with the exception of the Maneuvering Bar P/N SK393M44105-1 and Tail Rotor Driveshaft Support Stand P/N SK393M44120-1 . A quantity of seven (7) will be required for Maneuvering Bar P/N SK393M44105-1 during the base year and quantity six (6) during the four option years. A quantity of six (6) will be required for the Tail Rotor Driveshaft Support Stand P/N SK393M44120-1 during the base year and quantity six (6) during the four option years. All other items will be procured in a quantity of three (3) each during the base year and three (3) each during the option years. The Government intends to procure the above PSE under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct further competition. A determination by the Government not to open the requirement to further competition based upon the response to this notice is solely within the discretion of the Government.
