This is a new requirement for non-personal services in support of emergency pediatric patient ground and air transport services at Walter Reed National Military Medical Center. Services will be provided between WRNMMC at Bethesda and the following facilities: Malcolm Grow Medical Center, Andrews Air Force Base, Suitland, MD and Dewitt Army Community Hospital, Fort Belvoir, Fairfax County, VA. The requirement also includes (1) part time pediatric intensivist at WRNMMC. The contractor will perform services in accordance with the Performance Work Statement.

This is a new contract for an existing requirement. The services are currently being performed under contract numbers W91YTZ-10-D-0008 -Pediatric Transport and W91YTZ-12-D-0050-Pediatric Intensivist. The period of performance for the current bridge extends from 10/01/ 2015 to 3/31/2016

The follow-on contract proposed will be a firm-fixed-price contract in accordance with FAR 16.202. This effort will be solicited as a full and open unrestricted requirement. The firm fixed- price contract will be awarded with a base year and two one-year options for a total of 36 months. The contract will include FAR Clause 52.217-8, Option to Extend Services and FAR Clause 52.217-9, Option to Extend the Term of the Contract.

The dollar value of this award is estimated at $1,880,743.49.The base year period of performance will be 1 April 2016 and end 31 March 2017. There will be 2 one (1) year options with a contract end date of 31 March 2019.

The Pediatric Transport Service can be called upon 24 hour a day, 365 days per year on an as-needed basis.

Level 1 transport- Transports staffed by an EMT-B and EMT-P. These transports are limited to non-critical patients (from point of origin to WRNMMC).

Level 2 transports- are staffed as the level one with the addition of a registered nurse. These transports involve more serious patients who may require multiple medications administration/maintenance during transport as well as advanced airway management (from point of origin to WRNMMC).

Level 3 transports- include the previous staff along with a respiratory therapist or physician. This transport involves patients with actual or suspected critical needs (from point of origin to WRNMMC).These transport services are defined as transport of children eligible for services. The transport of services to be provided by the contractor shall be given high priority.

This requirment will also include pediatric intensivists, who are pediatric trained providers in critical care services to fill a part-time, as-needed position. Services will be required beginning 1 Oct 2016. The pediatric intensivists will conduct formal Pediatric Intensive Care Unit (PICU) teaching rounds at least 5 days per week with on-service pediatric house staff and ICU nursing staff on aspects of diagnosis and management of PICU patients. They will also perform physical examinations and overall assessment of the patient's status and progress as required by the patient's condition. They will also be knowledgeable of patients that are admitted to the pediatric inpatient unit and Neonatal Intensive Care Unit (NICU) in the event the patient needs to transferred to the PICU.
