This is a combined synopsis/solicitation for commercial items in accordance with FAR parts 12 and 13.5. This announcement constitutes the only solicitation; quotes are being requested. The North American Industry Classification System (NAICS) code for this acquisition is 541519. NGA plans to issue a firm fixed price purchase order as a result of this action.

Brand Name Justification: All of the products reference in the Solicitation No. HM157514T0060 are proprietary products of Oracle America, Inc. The Oracle software products have already been integrated into the NGA enterprise. The PeopleSoft products are the only software suite that fulfills the salient characteristics required on the NGA Enterprise at this time. You must be the manufacturer or authorized reseller to provide a quote for this requirement.

Maintenance renewal includes: access to Oracle's support professionals in 16 different support hubs, full access to all upgrades, updates, bug fixes, tax and regulatory changes, full access to My Oracle Support, an exclusive and secure Web portal providing support, through our paid maintenance upgrades to next releases/versions without any additional charge, access to Oracle's Knowledge Base Library which contains over 400,000 support solutions, access to Oracle's source code for all product lines to create fixes/resolve issues, and assurance that necessary patches are provided in a timely manner as to not leave NGA/ASU vulnerable or impact security.

Offers must be authorized resellers of PeopleSoft/Oracle products and must be able to provide all requirements as requested.

This requirement is for Electronic and Information Technology (EIT) which must meet the accessibility standards established by Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 7941). The specific Technical Standards that apply are Technical Standards: 1194.21 - Software Applications and Operating Systems, 1194.22 - Web Based Intranet and Internet Information and Applications, and 1194.26 - Desktop and Portable Computers; functional performance criteria 1194.31 also applies.

In responding to the RFQ, vendors must state if the products offered meet the identified Technical Standards. General information regarding the Section 508 Act can be found at the web site www.section508.gov.

Please reference the attachment for item description, quantity, and period of performance for each individual contract line item. Award will be made on the basis of the lowest total quoted price.

Vendors must be approved and registered in the System for Award Management (www.sam.gov) before award can be made.
