THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC), to negotiate/award a purchase order to PerkinElmer Health Sciences Inc., 710 Bridgeport Avenue, Shelton, Connecticut, 06484-4794, for the purchase of a Envision Multilabel Reader.

The sole source determination is based upon the fact that PerkinElmer's EnVision Multilabel Reader is unique and the only laboratory system available that has been optimized to measure PerkinElmer's AlphaScreen Assay. The use of this vendor is imperative in order to be compatible with the existing units, data and protocols used in the screening process. Due to this fact, an award to any other source is not feasible or practical.

This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
