This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI posting is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute is seeking information regarding the following Draft Performance Work Statement (PWS). Please carefully review the Draft PWS and respond according to the directions following stated below.

RFI Responses/capability statements should include the following:

This price quote is for market research purposes only and is nonbinding.
5. Recommendations to improve or clarify the Draft PWS;

6. Recommendations on appropriate NAICS codes
7. Optional Letters of Recommendation and Optional Performance Documents

The Foreign Service Institute is actively seeking a qualified contractor to deliver the session ‘Personal Cybersecurity' for the Security Overseas Seminar (SOS). The overall aim of the SOS is to motivate individuals to identify the security threats overseas and to develop a plan for managing/mitigating the risks in both their personal and professional life. The two-day program is offered approximately twenty five (25) times a year, and utilizes a variety of presentation formats in order to maximize the efficiency of the seminar. This program requires the services of a qualified and experienced contractor to present on cybersecurity in the overseas environment. The ‘Personal Cybersecurity' segment is 55 minutes long plus an additional 10 minutes for questions from the students afterwards.

The presentation entitled, ‘Personal Cybersecurity', will contain, but is not limited to the following topics: security risks overseas, types of security risks, adversary capabilities, attack surfaces and devices, social engineering on the internet, and proactive strategies and best practices in relation to cyber risk. The segment will also share various cybersecurity resources or procedures that are currently available to support participants.
