The DFC Acquisition office has a requirement for a Personal Services Contractor (PSC) for a fulltime equivalent Due Diligence Analyst.
This solicitation will only be open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-12, Step 1 to GS-12, Step 3.
Work involves using DDIQ® and other associated Know Your Customer (KYC) databases, including providing staff support on due diligence analysis tasks, developing, implementing and evaluating a creation of an Strategic Information Division (SID) KYC Standard Operating Procedure (SOP) related to due diligence, and the DFC KYC Manual and other associated DFC policies. At this level, the PSC provides critical support that involves analysis of KYC projects by working on and clearing the KYC backlog to be processed according to DFC's KYC Manual.
The Government intends to offer a firm fixed price contract to the individual whose quotes conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 13 July 2021 to 12 July 2022 with four (4) one-year option periods which will be exercised at the Government’s need or discretion. The Government may issue more than one award from the solicitation.
Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
Applications and quotes will be evaluated using the factors identified in the attached RFQ, 773444-21-C-0033. Noncompliance may be grounds to eliminate the quote from consideration for contract award. No hardcopies of the solicitation will be issued.
