Background: The Pentagon Force Protection Agency (PFPA) provides police, security, and force protection services to Department of Defense (DoD) employees and facilities throughout the greater Washington, DC, National Capital Region. For approximately ten years, Blauer Manufacturing Co., Inc. supplied PFPA with custom poly-rayon, heather grey, Class A shirts. In 2012, Blauer's textile mills ceased making this combination of material and color. Because uniformity of appearance is important to PFPA, Washington Headquarters Services Acquisition Directorate (WHS/AD) is attempting to procure shirts that match, or closely match, those formerly provided by Blauer.

This RFP is open to all responsible, qualified businesses. Note that the Berry Amendment is not applicable to this requirement; however, the Buy American Act (BAA) is applicable. Therefore, the Government will only consider offers from businesses that are compliant with, or meet an exception to, the BAA.

The initial delivery to Alexandria, Virginia shall occur on or before September 20, 2014. The Government may place additional orders, up to a total of $100,000, through August 19, 2019.

Reference the attached "Solicitation HQ0034-14-R-0144" for line item numbers and all applicable clauses and provisions. Of particular note, the following provisions and clauses are applicable to this acquisition:
