The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements."  The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available.  This notice of intent is not a request for competitive quotes; however, all information received by AUGUST 20, 2018 will be considered by the Government.  A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government.

Statement of Work (SOW)

Phantom High Speed Camera Training

Department D2 required training of up to 8 personal on the Vision Research, Phantom, High speed camera system and operating software.

With personnel within D2 leaving for other positions and the hiring of new personnel the capability of being able to provide experienced personnel to operate our Phantom High Speed camera systems in support of Joint Service EOD test programs has diminished.  The training provided will be required to give the new student/user a basic understanding of the Phantom camera's capabilities to include but not limited to: set up and operating of the system and its operating software, capturing, saving and converting an image, editing captured images, data analysis of ballistic flight path and velocity, and triggering methods.

The vendor will provide:

Instructor/Instructors for 2 days of onsite training.

Course materials (CD/DVD or hard copies) for up to 8 personal.

Any additional training related materials and/or equipment required.

The Government will provide:

A class room environment for up to 8 personal.

Overhead projection equipment.

2-3 Phantom High speed cameras and accessories for use during the training.

The vendor's instructors must be able to meet security requirements in order to get a visitor pass for the training days.

The government will provide the forms required to the vendor to fill out to obtain a visitor badge and will submit the visit request at least 10 days prior to the training dates, TBD.
