CITY OF MIDDLETOWN INVITATION TO BID Sealed bids will be accepted by the City of Middletown for Bid # 2021-007 Phase 1 - Landfill Multi-Use Trail Construction and will be received until Thursday, August 5, 2021, at 11:00 am. Bid Proposals shall be addressed to the Supervisor of Purchases, City of Middletown, Room 112, Municipal Building, Middletown, Connecticut. Late bids will not be accepted BID #2021-007 PHASE 1 - LANDFILL MULTI-USE TRAIL CONSTRUCTION PLANNING, CONSERVATION & DEVELOPMENT DEPARTMENT The City of Middletown Planning, Conservation and Development Department (the “City”) is seeking bids from qualified contractors to construct Phase 1 Trail and security fencing improvements adjacent the City’s Recycling Center, located at 180 Johnson Street. A bid bond in the amount of five percent (5%) of the total bid amount shall be required with all bids submitted. Performance and Labor and Materials Payment Bond(s) in the amount of 100% of the contract sum shall be required from the selected bidder following award. A Maintenance Bond in the amount of ten percent (10%) of the contract sum shall be required after completion of work and prior to final payment. **Please note - Due to the COVID 19 virus, the following procedures applies: • A pre-bid conference will be held following all CDC recommendations, on Monday, July 19, 2021 at 10:00 am at the site 180 Johnson Street, Middletown, CT. Interested bidders that do not follow the CDC recommendations will be asked to leave. Bidders are strongly encouraged to attend this meeting in person or by representative. • Plans and Specifications will not be available for pick up, they will be available and can only be obtained from our website at www.middletownct.gov. If you download a set of plans/specifications and would like to be listed on our “Plan holder’s List” which is posted to our website daily, we ask that you email and include your contact information to
[email protected]. • Bid submittals can be hand delivered or mailed by the date/time set forth in the bid document. When hand delivering bid submittals, upon entering the building you are required to go directly to the front desk. You will then be directed to the Purchasing Department, Room 112. All bid submittals; hand delivered or via mail shall be received on the designated forms sealed in an envelope using the return label provided and marked as designated in the Information for Bidders. It is the responsibility of the bidder to plan accordingly that bids are received by the set date and time. Bids received “late” or faxed will not be considered. • Bids will not be publicly opened in the Municipal Building, however, bids will be opened and read aloud via WebEx. A WebEx invitation will be provided on our website for those interested in “joining” the bid opening. The City of Middletown reserves the right to waive any defect or any irregularity in any bid and reserves the right to reject any or all bids or any part thereof. Bids and amendments to bids received after the time set for the bid opening will not be considered. All bids must be completely filled out when submitted. No bid may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the written consent of the City of Middletown. Withdrawal of any bid must be submitted in writing to the City of Middletown.
