The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Raytheon/Sensintel Inc. for Phase II development of the Coyote airborne launched Hurricane Unmanned Aerial System (UAS) for the NOAA Aircraft Operations Center located in Tampa, FL.
A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on June 26, 2015 and closed on June 30, 2015. No responses were received.
Justification for Sole Source
Raytheon/ Sensintel is the sole manufacturer of the Coyote Unmanned Aerial System. They developed the technology under a previous contract as part of the Phase I of this Research and Development project
which occurred in 2014. Raytheon/ Sensintel developed the unique technology for NOAA for Hurricane meteorological data sampling. This technology is proprietary and not available to the public and not available to other agencies.
