This is a NOTICE OF INTENT is for the procurement of Calibration Standards (CALSTDs) ancillary equipment for Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities, and Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate level maintenance assets. This requirement is advertised as a Firm-Fixed-Price contract action on a sole source basis to Clarke-Hess Communications, 3243 Rt. 112 Medford, NY 11763. This procurement will provide support in the trade studies and technology environment in support of the Naval Air Warfare Center - Aircraft Division. Specifically, this procurement is for Phase Verification Bridge Sets to be used to support the calibration of the NAVAIR METCAL Standard Phase Angle Program. The procedures of FAR Part 13.5 and Part 12 will be utilized for this commercial acquisition.

The Government intends to award a Firm-Fixed Price contract, on a sole source basis, to Clarke-Hess Communications, 3243 Rt. 112 Medford, NY 11763, for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements.

The requirement will include the following:

- P/N 5002-S2070 Phase Verification Bridge Set, (Qty 45)

The delivery date is for a total of three units by 01 July 2019 and the remaining units by 01 January 2020.
A draft Statement of Work is hereby provided as Attachment (1).

This notice is not a request for competitive proposals. All responsible interested parties may submit a capability statement by 4:00 p.m. on 14 March 2019 via e-mail to [email protected], which will be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government shall not reimburse interested sources for any information provided nor return any information provided.
