This is a Solicitation Notice of the US Government's intent to issue a solicitation for the construction of the Utilities and Exterior Work for the GOER area in the Colombian National Police (CNP) Facilities in CENOP/Pijaos, San Luis (Tolima) Colombia.

The order of magnitude for this requirement is between $500,000 and $1,000,000.

The estimated period of performance is 150 calendar days.

This acquisition will be issued under full and open procedures.

The project consists in the construction of water supply, storm drainage and sewage utilities, as well as electrical utility for connectivity purposes for the Colombian National Police (CNP) in CENOP at Pijaos, San Luis, to support DICAR program at the existing GOER/CNP Facilities area. The construction shall include the use of quality materials that are capable of withstanding tropical rainy climate.

The facilities consist of water supply, storm drainage and sewage utilities, as well as electrical utilities. The contractor shall also include bathroom facilities, drainage system, earthwork, backfilling, road construction at granular base level, concrete water storage tanks, landscaping and exterior work for containers area. The construction shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10), NTC 2050, RETIE, RETILAP, RAS, INVIAS, ENVIRONMENT STANDARDS, etc. as applied to each case.

Note: The contractor shall be responsible for transportation, meals and lodging for the construction team on the work site (away from the project site), or as arranged with the CNP personnel. The contractor shall have a representative at the work site to receive materials, which shall be responsible for unloading materials and transporting it to the actual work site.

PLACE OF PERFORMANCE
Colombian National Police training center (CENOP), located near to San Luis town, Tolima, Colombia. It is located at the southwest part of the country in the Andina region. It is located 165 Km from Bogota, capital city of Colombia, and can be accessed through charters flights and by road. The elevation 400 m. (1312 ft.) above sea level and the weather is dry.
