This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by and FAR 13.106-1(b) and FAR 6.302-1. This notice is neither a request for competitive proposals nor a solicitation of offers. The Government believes this is a sole source requirement; however, offerors who can feel they can perform this requirement are to contact the points of contact identified in this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
