TITLE: Sole Source Acquisition to Purchase XLI Equipment and Other Equipment Provided By QubicaAMF

The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to QubicaAMF Worldwide, LLC. Requirement is for the purchase and installation of eight pairs of Xli Edge Pinspotters, Deluxe Tool Kit (90 Kli, 90XL, 82-90XL/90Xli Factory Reconditioned and will include Basic Hand tools,wrench set, ratchet set, Hex key, pliers, screwdriver, saw, hammer and tool box), Durabowl Replacement Kickbacks for QAMF pinspotters (per lane), XL Edge SPK (110V, 60 Hz), Radaray Xli Foul Detector for each pair of lanes, Radaray Xli Spare Parts, AMF Style Pinspotter Replacement Kickbacks/Replacement DuraBowl Kickbacks for QAMF pinspotters, pinspotter training, and installation of Pinspotters and Kickbacks at Seymour Johnson AFB. The current equipment used at Seymour Johnson AFB is a proprietary product of QubicaAMF Worldwide, LLC. , who has proprietary rights for this existing system. Manufacturer: QubicaAMF Worldwide, LLC.

This purchase will be made under Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 19 August 2014 at 1:00 P.M. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one source, QubicaAMF Worldwide, LLC. XLI products are a proprietary product. Necessary components and technical data are not available through any other source. Their system is the only one that can interface with the Air Force Service Agency's centralized Non Appropriated Funds financial system. It has been confirmed that QubicaAMF only has distributers that handle aftermarket parts for their products. Another company's representative visited the bowling center at Seymour Johnson AFB and that representative advised the customer that major construction would be required, which would incur significant costs. Customer was also advised that there would also be a need to purchase a new interface system to make the current equipment compatible to their equipment.

"Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
