There is an SSJ on file with Engineering that justifies this brand name part number. This Justification is posted IAW FAR 5.102, 6.302-1 and 13.106-1(b)(1). This kit is a Pipefitter’s Tool Kit, in accordance with (IAW) Lokring Corporation Part Number 9080157. It is a patented kit that has a pipe tube connecting process that does not require welding to seal the fittings. These characteristics are essential to the Navy requirements, thereby precluding consideration of a product manufactured by another company. Only this kit can be used for naval vessels, due to its unique characteristics. Because W & O Supply has developed the market and has instructors to teach the customers how to use this kit, they have been given exclusive rights to sell them in the United States. The estimated value of this acquisition is $30,000. This is not a solicitation or request for quote. The GSA has only one known source for this procurement that is in the government’s best interest.
