The Government intends to award a noncompetitive Purchase Order using procedures authorized by FAR Part FAR 13.106-1(b) to Safari Group, LLC for urgent supply and installation of transoms, rigging kits, & trailers on Ecuadorian Piranha shallow-water marine craft, to support Joint Ecuador/US counter narcotics operations. The materials and associated installation components, and related warranty), from Safari will be donated for use by the government of Ecuador under the Department's international narcotics and law enforcement program. This notice is not a request for proposals; this acquisition will be processed using the authority in FAR 13.106-1(b). Justification for Other than Full and Open Competition is that the Government requires immediate delivery of the material to refit existing Piranha watercraft in support of the Joint Ecuador/US Counternarcotics Program to apprehend, prosecute and convict criminal elements in Ecuador and only the equipment noted above will suffice. The Government has researched this technology and was unable to find any other companies able to meet the requirements. The required equipment must be compatible and able to interface with the existing watercraft operations in Ecuador. Only the items listed above have been identified to meet these needs.
