Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with KnowledgeBytes, LLC located at 4770 Glenn Pine Lane, Boynton Beach, Florida 33436-6154. The purchase order will be for enhancements to the personal identity verification testing toolkit.
Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 541511 - Custom Computer Programming Services with a size standard of $27.5 Million.

Sole Source Determination
The sole source determination is based on the following:
To develop enhancements to the existing PIV Card Interface, Middleware, and Data Model Conformance Testing Toolkit (Toolkit), NIST requires support services from Knowledge Bytes, LLC on a sole source basis. The Toolkit, originally developed in 2005 with support from T-VEC, now doing business as KnowledgeBytes LLC, is used by NIST, GSA, and other Federal Agencies to verify conformance of PIV products with FIPS requirements. This tool is updated as new FIPS requirements are issued.
The Toolkit has a number of features, including a proprietary translator feature developed by KnowledgeBytes, LLC which converts PIV specifications into a form supporting automatic test vector generation, test coverage analysis, and test driver generation, that have been developed over the past sixteen years of Toolkit enhancements. KnowledgeBytes, LLC has performed all of the enhancements over this period. To ensure continuity of service, the Toolkit must retain the same features and format as enhancements are made; this is essential because the Toolkit is used by multiple agencies to perform PIV security standards verification and this process must not be interrupted or potentially confused lest safety and security be jeopardized. All enhancements and additions must seamlessly integrate in the existing software. Further, these enhancements must be made quickly to ensure that security features are state of the art as soon as possible after FIPS updates; only the original Toolkit creator which has performed all enhancements since has the knowledge and capability to meet this need. Therefore, only KnowledgeBytes, LLC is capable of performing the required enhancement development tasks.
