DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with T-Vec Technologies for the acquisition of PIV Test Toolkit Suite Enhancement Services, to be used by the Information Technology Laboratory, at NIST in Gaithersburg, MD.
***** Sole source determination is based on the following: T-VEC has established their credential in developing two reliable, industrial strength conformance testing toolkits - "PIV Card Interface and Middleware Conformance Testing Toolkit" and "PIV Data Model Conformance Testing Toolkit" - which are currently being used by NIST NPIVP & GSA's FICAM Testing programs to certify products for conformance to FIPS 201-1/SP 800-73-3 specifications to meet the goals of presidential directive HSPD-12. This procurement request is for modifications/enhancements to the existing toolkits to test additional features introduced by SP 800-73-4 specifications (an enhancement to existing SP 800-73-3 specifications) for which T-VEC had developed a package of more than 165 robust tests that have been used by accredited labs to certify 36 PIV Card Application products and 16 PIV Middleware products so far.
