Synopsis:

This synopsis constitutes a Notice of Proposed Contract Action (NOCA), by the Air Force Materiel Command, Air Force Life Cycle Management Center, Battle Management Directorate, Intelligence Contracting Branch, AFLCMC/HBBI, Hanscom AFB, MA 01731, of the intent to utilize an enterprise level contracting vehicle.

 A small business set-aside is not required for this procurement IAW FAR 16.505(b)(1) because DFARS 208.74 Enterprise Software Agreements requires purchasers to first consider awardees on the Enterprise vehicles for the acquisition of commercially available software at the DoD enterprise level.  This action will be awarded to an ESI BPA contract holder.

 This notice does not constitute a Request for Quote, nor does it restrict the Government as to the ultimate acquisition approach. A determination by the Government not to compete this proposed effort on a full and open competition basis is solely within the discretion of the Government. No RFQ will be issued based upon this Notice. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC. This notice is not a commitment from the Government.

An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.  Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.  In addition, AFFARS Clause 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.  The AFLCMC (Hanscom) Ombudsman (Ms. Jill Willinghamellen) can be contacted at: [email protected], or 937-255-5472.
