This solicitation will be available at http://ideasec.nbc.gov website on or about April 3, 2009. The work of this project will consist of: Organizing issues, opportunities, and concerns of the Charlestown Navy Yard focusing on the National Park Service property. Conduct a one-day workshop on site that will address issues such as campus layout, traffic flow (foot and vehicle), visitor amenities, educational opportunities, building use (vacant and occupied), impacts to surrounding neighbors, development opportunities, partnership potential, and access. Participants would include NPS stakeholders such as the US Navy, City of Boston, Boston Redevelopment Authority, USS Constitution Museum, Boston Harbor Association, and other interested parties totaling approximately 60 people. Organize and synthesize the content and findings of the charrette and produce a concise report with associated graphics to present and illustrate these results. The NAICS code being used for this project is 541490 with a small business size standard of $7.0 million This solicitation is subject to Full and Open Competition. All responsible sources may submit a quote which shall be considered by the agency. Quotes will be evaluated on the following criteria:: A. Experience in facilitating meetings to reach consensus with a variety of participants with varied interests; experience in consolidating, synthesizing and presenting information in a clear, concise way;C. Ability to graphically portray concepts and information;D. Experience in waterfront planning and design;E. Working knowledge of the Charlestown Navy Yard, the various stakeholders involved and a general understanding of issues facing the site;F. Past performance on and number of projects with similar scopesG. Experience working with the National Park Service and knowledge of NPS policies, rules, regulations and procedures;H. relevant experience of key personnel assigned to project. All quotes must be submitted by April 24, 2009. PAPER COPIES WILL NOT BE ISSUED. This acquisition will be performed as a written Request for Quotes using Simplified Acquisition (FAR part 13) procedures. Instructions are contained on the website ( http://ideasec.nbc.gov and at http://www.fedbizopps.gov) for downloading the solicitation and attachments. It is the responsibility of all bidders to acknowledge ALL amendments to the solicitation. All vendors interested in doing business with the government are required to preregister in the Central Contractor Registration(CCR) at www.ccr.gov. The CCR is a self-service database. Vendors register themselves and maintain their own information through the CCR web site. This procurement is open to large and small business and is subject to Public Law 100-565, Small Business Competitiveness Demonstration Program.
