Naval Air Systems Command (NAVAIR) PMA 263 intends to issue a sole source contract pursuant to 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Firm-Fixed-Price (FFP) contract with Insitu, Inc., Bingen, WA, will be to procure Unmanned Aircraft Systems (UAS) Intelligence Surveillance Reconnaissance (ISR) services aboard Expeditionary Sea Base USS Lewis B. Puller (ESB-3). The period of performance will include pre-deployment support; deployment support for one 12-month base period, three 12-month and two 6-month options; and post deployment support providing critical UAS ISR services in direct support of US Naval Forces Central Command (NAVCENT).
Insitu, Inc. is the only source that can fulfill this requirement based on the operational schedule of the supported ship and requirement to maintain a continuous UAS ISR services capability.
