The 436th Contracting Squadron, Dover AFB, DE intends to award a sole source purchase order to Sysmex American, Inc. for a Business Hours Service Agreement for the Sysmex Hematology Analyzer, Unit # XT- 2000I. Service agreement includes an annual preventative maintenance visit, unlimited service visits, and 24-hour technical telephone support. The current Hematology Analyzer employed by Dover AFB is a proprietary product of Sysmex American, Inc. Only Sysmex Field Service Representatives are authorized to install, repair, and attend to Sysmex Analyzers.

This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501(a)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for Competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 9 July 2010 at 2:00 P.M. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source since Sysmex has proprietary rights to all software, software maintenance, and the specifications for this existing system. Sysmex does not contract with independent service providers, thus all service contracts are handled directly with Sysmex American, Inc. In order to meet mission requirements, the 436 MDG requires the support/maintenance agreement to ensure system functionality and operability.
