PRE-SOLICITATION

This is a Pre-Solicitation Notice for a 100% set-aside for 8(a) small businesses under North American Industrial Classification System (NAICS) Code of 541611. The Global Immunization Division (GID), Polio Eradication Branch (PEB) is part of the Centers for Disease Control and Prevention (CDC), an agency of the U.S. Department of Health and Human Services (HHS). It is one of the 4 divisions housed within CDC's Center for Global Health (CGH). The mission of the PEB/GID is to plan and implement immunization activities globally as an active emergency response, with the immediate focus on polio eradication efforts in Africa, Asia and the Middle East, as well as on-site technical support at CDC headquarters in Atlanta, Georgia. The Division is mandated to support polio eradication activities and vaccine preventable diseases (VPDs) such as measles, in support of the goal set by the World Health Organization and the Director of the Centers for Disease Control and Prevention of worldwide eradication of the polio virus, to include:

1. Outbreak response, environmental surveillance, poliovirus containment, post-eradication planning, and polio program legacy activities;
2. Measles elimination and control;
3. Immunization systems strengthening, including routine immunization (RI) systems;
4. New vaccine introduction;
5. Workforce and information systems development;
6. Improving the quality of immunization data collection;
7. Implementation of VPD surveillance in developing countries.

The Global Immunization Division engages in these activities as part of the international effort to eradicate Polio in coordination with Ministries of Health (MoH), the World Health Organization (WHO/Geneva) and UNICEF and/or projects implemented jointly with these organizations as part of the emergency activation for Polio via the CDC Emergency Operations Center (EOC). While the geographic scope for these activities is currently focused on the African, Asian and the Middle Eastern regions, requirements change rapidly with changes in the epidemiology of the VPDs, particularly concerning polio and VPD outbreak response.

As a result of this mandate, CDC will issue a solicitation to obtain services related to technical assistance and support activities in support of VPD programs, in low resource, VPD vulnerable countries and regions, such as Nigeria, Afghanistan, Pakistan, and Southeast Asia. This is a follow-on contract, which expand work requirements already started in several overseas locations in the areas of technical assistance and scientific services supporting VPD programs, with particular emphasis on the Global Polio Eradication Initiative. The current contract vendor is Avram Corporation, Inc. The services will support the regional activities of the 4 teams in PEB/GID - (1) Eastern Mediterranean region team, (2) Africa region team, (3) the Science, Innovation and Research team, and (4) the Nigeria team. PEB's global immunization activities include informing the Ministries of Health on polio eradication strategies, VPD surveillance, polio campaign improvements, routine immunization implementation, data management, poliovirus containment and polio legacy activities.

CDC intends to issue a single contract award as a result of solicitation 2016-Q-65117. It is anticipated that the resulting contract will be a Firm Fixed Price (Level of Effort), Definitive Contract with a Cost Reimbursement Line Item for Travel. The period of performance will include one 12-month base year and four 12-month option periods, for a total period of performance of 60 months. Request for Proposal (RFP) 2016-Q-65117 will be posted on www.fbo.gov on or about May 25, 2016. Any amendments issued to the solicitation will also be made at the same website.

This is set-aside as an 8(a) competitive requirement and as such is limited to eligible 8(a) concerns. The NAICS Codes for this proposed procurement is 541611 (Administrative Management and General Management).  All responsible 8(a) sources may submit a proposal, which shall be considered by the agency.  Eligibility to participate is available to both 8(a) firms in the developmental and transitional stages. The FAR encourages interested 8(a) firms to request a copy of the solicitation since the solicitation will be issued without further notice upon SBA acceptance of the requirement in the 8(a) Program; however, the solicitation will be available to everyone and should be acquired from www.fbo.gov once it is posted. The scheduled solicitation due date will be approximately thirty (30) days after the posting of the solicitation.
