The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source Blanket Purchasing Agreement (BPA) to Lafayette Instrument (CAGE code 12526), 3700 Sagamore Parkway N, Lafayette, Indiana 47904-1066, under the authority of FAR 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.  The BPA will be for 1 year, with 4 exercisable option years; which will allow for the purchase of Lafayette polygraph equipment and accessories for the polygraph program’s current inventory, as outlined in Attachment 1 of this special notice. 

Lafayette Instrument is the sole source manufacturer and authorized Federal vendor for the listed parts.  There are no compatible accessories available from any other manufacturer.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capabilities by responding to this notice by 11:00 A.M. EST, on Friday, January 10, 2020, via email to Clarissa Cooney at [email protected].  Emailed responses will only be considered.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  The Blanket Purchasing Agreement will be awarded as a commercial item, in accordance with FAR Parts 12 and 13.  All contractors anticipating award must be registered in the System for Award Management (SAM) Database.
