INVITATION TO BID PONCE PRESERVE DUNE WALKOVER STAIRCASE PROJECT BID NO. 2023-01 Notice is hereby given that the Town of Ponce Inlet is accepting bids for the Construction of the Ponce Preserve Dune Walkover Staircase, Bid No. 2023-01. Bids will be accepted at Ponce Inlet Town Hall, 4300 S. Atlantic Avenue, Ponce Inlet, Florida until 2:00 P.M., on Monday, April 17, 2023, at which time they will be opened in the Council Chambers and available for public inspection. DESCRIPTION OF WORK: Construct staircase and a short ramp from existing dune walkover to the beach, connecting to an existing gazebo structure; includes construction of a short 10’ x 6’ ramp to a stairway approximately 35’ x 6’, containing 3 landings and approximately 23 steps, completing a 15.0’ vertical change. Demo work and long ramp construction shown on plans is not included with this bid. Construction work to commence at the connection to the existing gazebo structure. A non-mandatory pre-bid meeting will be held on-site at 2:00 P.M. on Thursday, April 13th, 2023. Copies of the documents may be obtained from www.demandstar.com or www.ponce-inlet.org. NO bid shall be withdrawn for a period of ninety (90) days subsequent to the bid opening without the consent of the Town of Ponce Inlet, Florida. All bidders are required to complete and submit a Certificate of Liability Insurance, the Public Entity Crime Statement, the Anticollusion / Drug-Free Workplace Statement, and a W-9. No bids received after the time and date specified for the opening will be considered. The Town of Ponce Inlet (“Town”) reserves the right to reject all bids. Grounds for such a rejection shall include, but shall not be limited to, the receipt of only one responsive bid to the solicitation, realization of overly restrictive specifications in the solicitation, unclear directions to bidders in the solicitation, inadequate number of responses to the solicitation, change in Town’s needs after issuance of solicitation, all bids exceeding the allowed budget, and other grounds provided by law. Award of the contract will be made to the lowest responsible bidder for the actual amount bid. Responsible bidder means a contractor who has the capability, in all respects, to fully perform the contract requirements and the integrity and reliability that will assure good faith performance or as otherwise provided by law. Failure to submit any bid document or bid information with the bid, as specified, shall result in the bid being rejected as nonresponsive. The term “non-responsive” shall be defined to include, but not be limited to, submission of a subcontractor without required licensing, submission of incomplete forms or documentation, failure to demonstrate an ability to perform the contract, or and any other reason provided by law. Further, any refusal by a contractor or subcontractor to respond to the Town’s request for information or withdrawal of a subcontractor from consideration, either by the contractor or the subcontractor itself, shall be deemed as non-responsive and grounds for rejection of the bid. Bids shall be addressed to Town Clerk, Town Hall, 4300 S. Atlantic Avenue, Ponce Inlet, Florida 32127 in a SEALED ENVELOPE plainly marked on the outside: “PONCE PRESERVE DUNE WALKOVER STAIRCASE PROJECT – BID 2023-01” and received by 2:00 P.M. on Monday, April 17, 2023.
