THIS PROJECT CONSISTS OF THE CONSTRUCTION OF THIRTY TWO (32) DWELLING UNITS COMPRISED OF SIXTEEN (16) DUPLEX BUILDINGS, INCLUDING FIVE (5) BUILDING TYPES (SEE KEY PLAN), AND SITE IMPROVEMENTS. A pre-bid conference on sixteen (16) new construction duplex buildings and site work will be held on Tuesday, December 15, 2020 at 1:00 pm. We will meet on site at Poplar Creek Street construction site across the street from Miller Homes Apartments, 130 Poplar Creek Street. Subsequently sealed bids for Poplar Creek Homes will be received at the office of Southside Outreach Group, Inc. located at 1425 Seymour Drive South Boston, VA 24592 on Friday, January 8, 2021 at 1:00 PM, local prevailing time, and then publicly opened and read aloud. NOTE: Any bids received after 1:00 PM will be rejected. All bidders are welcome to attend bid openings. A bidder may withdraw his bid from consideration if the price of the bid was substantially lower than the other bids due solely to a mistake therein, provided the bid was submitted in good faith, and the mistake was a clerical mistake as opposed to a judgment mistake, and was actually due to an unintentional arithmetic error or an unintentional omission of a quantity of work, labor or material made directly in the compilation of a bid, which unintentional arithmetic error or unintentional omission can be clearly shown by objective evidence drawn from inspection of original work papers, documents and materials used in the preparation of the bid sought to be withdrawn. Withdrawal of bids shall be according to procedure (i) of Section 11-54 of the Virginia Public Procurement Act. The bidder shall give notice in writing of his claim of right to withdraw his bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice. No bid may be withdrawn under this section when the result would be the awarding of the contract on another bid of the same bidder or of another bidder in which the ownership of the withdrawing bidder is more than five percent. If a bid is withdrawn under the authority of this section, the lowest remaining bid shall be deemed to be the low bid. No bidder who is permitted to withdraw a bid shall, for compensation, supply any material or labor to or perform any subcontract or other work agreement for the person or firm to whom the contract is awarded or otherwise benefit, directly or indirectly, from the performance of the project for which the withdrawn bid was submitted. Contract is to be awarded on a lump sum basis. Copies of the Contract Documents (drawings, bid documents, and project manual) may be obtained beginning on Monday, December 7, 2020. The Contract Documents may be examined online at TRASCO (http://www.trascoplanroom.com). Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com. The bidder will guarantee his bid for sixty (60) days after bid opening. Qualifications of bidders will be required as detailed in the Instructions To Bidders. This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of Section 3 of the Housing and Urban Development Act of 1968 and the President’s Executive Order No. 11246, Federal Labor Standards, Section 109, Public Law 100-202. The bidder’s attention is called to the Equal Opportunity Clause” and the goals and timetables for minority and female participation in each trade and to the fact that not less than minimum wages set forth in the contract documents must be paid. Bidders must comply with the Davis-Bacon and Related Act (40 U.S.C. 276a- 276a.5) of Prevailing Wage Requirements for Federally-Assisted Construction Projects. Prime Contractor will be responsible for full compliance and proper administration and enforcement of the Federal labor standards; including but not limited to Davis-Bacon Wage Decisions and Compliance Reviews. NOTE: Southside Outreach Group reserves the right to reject any and all bids.
