This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be accepted. The 410th Regional Contracting Center – Americas, Fort Sam Houston, TX, is conducting market research for prefabricated, off the shelf Sensitive Compartmented Information Facility (SCIF) exterior buildings.

The North American Classification System (NAICS) code for this requirement is 332311 Prefabricated Metal Building and Component Manufacturing with a small business size standard of 750 employees.

The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of the potential body of vendors with the ability to deliver and install the required items at U.S. Naval Station Guantanamo Bay, Cuba.  More importantly, this request for information is intended for potential vendors to identify their business capabilities and solutions for meeting the agency’s need regarding the SCIFs. 

As such, listed below are the desired minimum basic requirements for each SCIF but the vendor is highly encouraged to provide responses based their unique industry capabilities.

1. SCIFs should meet Intelligence Community Directive (ICD) 705 and the Unified Facilities Criteria (UFC 4-010-05) for Sensitive Compartmented Information Facilities Planning, Design, and Construction standards.
2. Electrical, lighting, HVAC, prewired Intrusion Detection System, communications/data wiring to support fiber optic and/or copper cabling should be included. 
3. Uninterruptible power source (UPS) should be available.
4. Multiple SCIFs with sizes that range from 400 to 1800 square feet.
5. SCIF walls should be assembled as described within Intelligence Community Standard (ICS) 705-1 for SCIF perimeters.

Responses to the sources sought shall include the following information. 

• Offeror's name, address, point of contact, phone number, and e-mail address
• Offeror’s capability with clearance access to perform installation at U.S. Naval Station Guantanamo Bay to meet personnel requirements
• Availability to ship to U.S. Naval Station Guantanamo Bay
• Delivery period from receipt of order to complete installation
• Availability of SCIF sizes
• Availability of a Lease Purchase buy Option
