Synopsis:

The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of Division 688, Time and Frequency Div., intends to award a contract to High Precision Devices, 1668 Valtec Lane, Ste. C, Boulder, CO 80301 for a microwave (Ramsey) cavity for a prototype cold atom clock This purchase is awarded on a sole source basis under the authority of FAR Subpart 13.106-1(b) - Only one responsible source and no other supplies or services will satisfy agency requirements.

The NAICS code is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing with a small business size standard of 750 employees. NIST anticipates awarding a firm fixed price order to High Precision Devices for this requirement in the second quarter of FY 2017.

a. Only one responsible source and no other item will satisfy the NIST requirement.
b. High Precision Devices is the only approved source for manufacturing the microwave Ramsey cavity. There is no other vendor that can supply this product to meet the NIST requirements.
c. This request is issued for the NIST Time and Frequency Division. High Precision Devices is the only known source that meets the NIST requirements. Contract period of performance is 6 weeks after receipt of order (ARO).

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responses to this notice of intent must be submitted so that they are received at [email protected] no later than 11:59 am, Mountain Standard Time (MST) on 24 January 2017.

The Government intends to award a Firm Fixed Price contract processed IAW FAR 12 and 13. The closing date of this synopsis is 11:59 am, Mountain Standard Time (MST) on 24 January 2017.
