The Period of Performance was mistakenly listed to end 19 December 2013. 

The actual Period of Performance is  20 December 2013-19 December 2014.  Keep in mind that the current coverage on some of the items listed does not end until July 2014, so the Government would need for coverage to begin from July 2014 until 19 December 2014 on these items.  There are some items that the coverage ends on 19 December 2013, and coverage needs to begin on 20 December 2013.
