The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, in support of FAA and its NextGen project, operates four units of the Lockheed Martin WindTracer Light Detection And Ranging (LiDAR).  As part of the ongoing Research and Development for FAA's NextGen project, one of these LiDARs will need to be deployed in Burlingame, CA to capture wake vortices from aircraft landing on Runway 28s at San Francisco International Airport (SFO). In preparation for this, power will need to be provided to the test site. See Attachment #2 SFO Power Figures v1 for maps and images of the site.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G622Q300003 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2021-07. The NAICS Code is 238210; the Small Business size standard is $16.5 million.

The Government intends to award one (1) purchase order on a Firm Fixed Price basis as a result of this solicitation. An Award will be made to the responsible offeror whose proposal/quote meets all the requirements in this Combined Synopsis/Solicitation.

The Offeror shall provide a firm fixed price quotation for CLIN 00100, in accordance with the attached Statement of Work, Instructions, Conditions, and Notice to Offerors, and Terms and Conditions.
