NOTICE OF INTENT TO SOLE SOURCE:
The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to solicit Motive Power Marine, LLC directly for the preservation of the Edgecumbe Barge that may result in award for a stand-alone, Firm-Fixed-Price contract under Statutory Authority 15 U.S.C 657(a) HUBZone Act of 1997 as implemented by FAR 6.302-5(b)(5).
Scope Overview:
Coordinate with the Contracting Officer, via the Contracting Officer’s Representative (COR) to deliver the vessel to the Contractor’s facility. Dock, wash, and clean the exterior surfaces of the vessel upon docking. Blast and preserve hull, freeboard, and Tank 70. Undock the vessel. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR.
Note: The Contractor’s facility must be capable of docking the vessel in order to accomplish required work. The characteristics of the Edgecumbe Barge are noted below.

Geographical Area of Consideration:
To ensure proper contract oversight, the requirement is restricted to the North West Puget Sound region. For this procurement, the Puget Sound, WA region is defined as the West Coast of the continental US, starting from Olympia, WA and extending northward to Bellingham, WA.
This pre-solicitation announcement is released in accordance with FAR 5.2. The estimated period of performance is 01 May 2021 through 01 July 2021. The anticipated award date is 26 April 2021. The associated North American Industry Classification System (NAICS) code is 336611, which has an annual size of 1,250 employees.
The circumstances permitting Other than Full and Open Competition is Statutory Authority 15 U.S.C 657(a) HUBZone Act of 1997 as implemented by FAR 6.302-5(b)(5) . Motive Power Marine, LLC is the only HUBZone certified contractor within the Area of Consideration with adequate facilities to accomplish the work package.
This notice of intent is not a request for competitive proposals. However, all interested parties with a valid HUBZone certification, who believe they can meet the requirements, are invited to submit a capability statement to the points of contact for this notice describing their ability to provide the requirements listed above. Please respond by 27 February 2021, 10:00 AM Pacific Standard Time.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. A copy of the solicitation will not be posted, but may be available upon request.
Information received will be considered solely for the purpose of determining competition requirements.
