The Office of Inspector General (OIG) for the U.S. House of Representatives (House) desires to issue a time and materials contract for a Contractor to assist its audit division in evaluating the effectiveness of policies and procedures over the safeguarding of personally identifiable information (PII) at one of the House Officers.  The winning bidder will:  develop an understanding of the organization, operation, and control points related to the House Officer and identify the potential risks to determine the extent of detailed analyses and testing necessary;  provide recommended changes to the OIG audit program based on the background information and guidance obtained, and perform the detailed analyses and testing steps necessary to complete the audit, including the validation of specific results and conclusions with responsible House personnel in accordance with the GAO Yellow Book standards.
