The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to procure on a sole source basis (IAW FAR 13.106-1) with SePRO Corporation, 11550 N Meridian St Ste 600, Carmel, IN, 46032-4565 services for ProcellaCOR analysis. The proposed procurement meets the criteria for exclusion from full and open competition under the authority cited because the aquatic herbicide ProcellaCOR™ is registered by SePRO Corporation.  They are the only company who can analyze the samples using methods to determine herbicide concentrations, then link the data to water exchange information to determine herbicide retention times and to plant survey data to verify treatment efficacy. 

This acquisition is being conducted under FAR 13.106-1(b)(1)(i). There are no set-aside restrictions for this requirement.  The intended procurement will be classified under North American Industry Classification System (NAICS) 541380 with a Size Standard of $16,500,000.00.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.  All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
