This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement contains the written solicitation, and quotes are being requested. The 319th Contracting Squadron at Grand Forks AFB, ND intends to purchase the Professional DynaMetric Programs Platinum Plan® behavioral assessment tool. This purchase is Brand Name approved. PDP's Platinum Plan includes 5,000 surveys, web access to the company's database, job models, and team reports. Contractor shall maintain company web site for a period up to a maximum of one year after date of award. The contractor shall also be responsible for the training and certification for 10 individuals at Grand Forks AFB, ND and provide 10 Facilitator's Guides.
The Contractor shall also provide 200 PDPWorks® Application Workbooks:
75 ea Developing Effective Communiciation Skills.
63 ea Strengthening Leadership Peformance.
62 ea Developing High Performance Teams.
Quote should also contain transportation and per diem costs.

JUSTIFICATION FOR BRAND NAME PURCHASE:
The PDPWorks® assessment tool is the only software suite that meets the agency's need. The 319th ARW purchased 500 PDP® Platinum surveys at the end of FY08. These surveys cost the 319th ARW $7,988.00. Over 450 man hours in the past four months were spent training on the PDP for both individuals and organizations system equating to $3,789.40. The 319th ARW/HC Chapel Tithing and Offering Funds has purchased nearly $10,000 in PDP surveys and other products. An additional 240 hours were spent on this portion of the program. If an assessment system other than PDPWorks® were to be purchased, this would result in substantial duplication of cost and man hours to the Government that is not expected to be recovered.

The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-30.
