Proficiency testing shall be provided by College of American Pathologists for DNA (DNA, DNAF, FID, and FIDM), Toxicology (FTC - forensic toxicology criminalistics), Whole Blood Volatiles (AL1-blood alcohol). Proficiency testing is a requirement to maintain the FBI Laboratory's accreditation by the American Society of Crime Laboratory Directors, Laboratory Accreditation (ASCLD/LAB). Through this accreditation the Laboratory is currently bound by the ASCLD/LAB-International program and must comply with the standards outlined in the ASCLD/LAB-International 2011 Supplemental Requirements for the Accreditation of Forensic Testing Laboratories and the International Standard ISO/IEC 17025. ASCLD/LAB-International requires that proficiency tests must be purchased from vendors that have met ASCLD/LAB-International's strict criteria for the production of proficiency tests. Currently College of American Pathologists is the only approved vendor capable of providing the type of DNA, toxicology, and whole blood volatiles testing required by the FBI.

This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
