The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a sole source, firm-fixed price contract to Rockwell Automation located in Twinsburg, Ohio.  This is to provide Programmable Logic Controller (PLC) supplies in support of the LPD 17 Class Engineering Control System (ECS) Land-based Test Sites (LBTSs). The supplies include the PLC Data Acquisition Units (DAUs) comprised of multiple PLC processors and a group of Input/Output (I/O) enclosures/assemblies (see attachment).  The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.  This notice of intent is not a request for competitive proposals. However, all proposals received prior to June 23, 2016 will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
