STATEMENT OF WORK
I. Background
The NIST Center for Neutron Research (NCNR) in collaboration with the nSoft consortium is developing machine learning (ML) and artificial intelligence (AI) platforms in order to enhance the operations of the user facility. The goal is to create ML/AI models which detect instrument operation errors and automate data analysis. The primary limitation in developing ML/AI models is the lack of a large and diverse set of vetted measurement data. While efforts to curate historical data at the NCNR are ongoing, it's clear that libraries of new measurement data must be created. This task is made challenging due to the slow acquisition time of neutron measurements and the tedious nature of prepping large numbers of samples.
The purpose of this acquisition is to obtain the components necessary to create an automated experimental platform that will expedite the creation and measurement of neutron measurement samples.
II. Scope
The scope of this procurement is to acquire a programmable robotic system which will consist of a micro-pipetting robot to prepare arrays of small volume solution mixtures (1 microliter to 1000 microliters. All of these systems will have programmable Python-language interfaces which can be integrated into existing NCNR control software. Beyond these primary parts, we will take delivery of all necessary accessories including micro-pipettes, pipette tips, heating modules for the micro-pipetting robot.
III. Specifications
This is a brand name or equal requirement. NIST considers the equipment below manufactured by Opentrons, 20 Jay Street, Brooklyn, NY 11201as meeting specifications. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency's requirement.
The Contractor shall provide the following autopipette robot branded equipment, or equivalent, meeting the salient characteristics as defined below:
A. One (1) Opentrons OT-2 autopipette robot (Mfr. Part Number 101) or a brand with the same salient physical, functional and performance characteristics set forth below. The autopipette robot shall meet or exceed the technical specifications identified below and shall be brand new (prototypes, demonstration models, used or remanufactured equipment will not be considered for award):
1. Automatically pipette samples using exchangeable electronic single-channel pipettes and tips, including a single-channel 10 µL, 50 µL, 300 µL, and 1000 µL pipette tip volumes.
2. Automatically pipette samples using exchangeable electronic 8-channel pipettes and tips, including a 8-channel 10 µL, 50 µL, and 300 µL pipette tip volumes.
3. Configurable with at least two electronic pipettes (2x single-channels, 1x single-channel and 1x 8-channel, and 2x 8-channel pipettes).
4. X-Y-Z coordinate resolution of 0.5 mm
5. Configurable with temperature-control modules for maintaining sample temperatures within a minimum range from 4 C° to 95 C°.
6. Operate with common aqueous and organic solvents
7. Transparent, acrylic enclosure

B. Four (4) Opentrons temperature modules with aluminum block (Mfr. Part Number 402) or a brand with the same salient physical, functional and performance characteristics set forth below. The temperature module shall meet or exceed the technical specifications identified below and shall be brand new (prototypes, demonstration models, used or remanufactured equipment will not be considered for award):
1. Fit inside the Opentrons OT-2 autopipette robot enclosure space.
2. Configurable with temperature-control modules for maintaining sample temperatures within a minimum range from 4 C° to 95 C°.
3. Maintain sample temperature to accuracy within 2 C° over the entire temperature range.
4. Aluminum sample block that holds either twenty-four 1.5-2 mL vials or ninety-six PCR sample wells.
5. Compatibility with external computers and software integration with Python application programming interface.
C. Two (2) Opentrons 1-channel pipettes with 1000 microliter volume (Mfr. Part Number 301) or a brand with the same salient physical, functional and performance characteristics set forth below. The pipettes shall meet or exceed the technical specifications identified below and shall be brand new (prototypes, demonstration models, used or remanufactured equipment will not be considered for award):
1. Automatically pipettes sample volumes of 1000 microliters

IV. Warranty:
The Contractor shall provide, at a minimum, a one-year warranty for the autopipette robot system. The warranty shall cover the following:
- Parts, labor, and travel;
- Unlimited, free email and phone support;
- In the event that NIST is unable to resolve a problem, the Contractor shall provide remote support as needed to expedite a solution for NIST;
- Telephone support for the covered equipment during regular business hours; Telephone support must include response to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone.
The warranty shall commence upon acceptance.
V. PERIOD OF PERFORMANCE
Delivery for the equipment shall be 112 days (16 weeks) after award. Warranty for the equipment shall be twelve (12) months after acceptance of the equipment.
VI. PLACE OF PERFORMANCE
All work shall be completed at the Contractor's facility. Delivery of the equipment shall be at NIST, Building 235 in Gaithersburg, MD. Normal duty hours are Monday through Friday, 7:00 a.m. to 3:00 p.m. with the exception of Federal holidays. Installation is NOT required with system.

VIII. INSPECTION/ACCEPTANCE
The NIST TPOC will verify that all performance requirements are met. Inspection and acceptance shall take place not later than ten (10) days after delivery.

Delivery shall be FOB destination and shall occur within the vendor's standard commercial lead time. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

DUE DATE FOR QUOTATIONS

(A) Format and Content. Volume I shall include the following:
